Public Promise Procurement (PPP), powered by NACo, is a national cooperative purchasing program built for public agencies. By harnessing the collective buying power of America’s 90,000 public agencies with $2 trillion in spending, PPP delivers pre-competed, compliant contracts that simplify procurement and drive measurable savings for public agencies.
PPP is seeking a results-driven Program Manager to fuel PPP’s next phase of growth. In this role, you will help expand PPP’s national footprint, build high-value relationships with public agencies and suppliers, champion cooperative purchasing adoption, and advance PPP as the premier procurement solution for public agencies nationwide.

What You’ll DoBusiness Development & Growth• Identify, pursue, and close new business opportunities that expand cooperative purchasing adoption, grow agency participation, and drive program revenue.
• Partner with suppliers to build robust pipelines, provide deal support, and deliver reliable revenue forecasting.
• Set measurable growth targets, track performance, and continuously refine your approach based on results.
Relationship Management• Build trusted, lasting relationships with procurement leaders, executive stakeholders, and public agency decision-makers.
• Strengthen supplier partnerships through regular communication, joint business planning, and structured performance reviews.
• Maintain deep, active engagement across public sector accounts—from executive decision-makers to front-line purchasing teams and end users.
Marketing & Outreach• Partner with internal teams to design and launch marketing campaigns, outreach tools, and stakeholder communications.
• Represent Public Promise Procurement at conferences, trade shows, workshops, and exhibitions.
• Support partner-driven training sessions, webinars, workshops, and industry events.
• Deliver compelling presentations that articulate the value of cooperative purchasing to diverse audiences.
• Bachelor’s degree in business, marketing, public administration, or a related field.
• At least 3 years of experience in business development, sales, partner management, or a comparable role.
• Hands-on experience in cooperative purchasing—either through a national cooperative, on the public agency side, or as a supplier driving cooperative business development. (Required)
• Demonstrated relationships and experience working with public agencies. (Required)
• Demonstrated experience with national cooperative programs such as Omnia Partners, Sourcewell, NASPO ValuePoint, or similar. (Required)
• Proven success in generating revenue and managing strategic relationships within SLED (State, Local, and Education) environments.
• Outstanding presentation skills with the ability to communicate complex value propositions clearly and persuasively.
• A track record of building high-value partnerships, managing robust pipelines, and delivering consistent results.
Work Environment• Location: Hybrid or fully remote; PPP offices are based in Washington, D.C.
• Travel: Approximately 40–60% of scheduled work time.
Compensation & BenefitsTotal compensation range: $75,000 – $125,000 (base salary + performance-based bonus)
