Public Promise Procurement (PPP), powered by NACo, is a national cooperative purchasing program built for public agencies. By harnessing the collective buying power of America’s 90,000 public agencies with $2 trillion in spending, PPP delivers pre-competed, compliant contracts that simplify procurement and drive measurable savings for public agencies.
PPP is seeking a results-driven National Program Director to lead PPP’s next phase of growth. You will expand PPP’s national footprint, forge high-value relationships with public agencies and suppliers, champion cooperative purchasing adoption, and cement PPP as the premier procurement solution for county governments nationwide.

What You’ll DoBusiness Development & Growth• Identify, pursue, and close new business opportunities that expand PPP’s cooperative purchasing adoption and drive revenue growth.
• Build and execute strategies to increase contract utilization, grow sales volume, and elevate program visibility across the country.
• Partner with suppliers to build robust pipelines, provide deal support, and deliver reliable revenue forecasting.
• Set measurable growth targets, track performance against them, and continuously refine your approach.
Relationship Management• Build trusted, lasting relationships with procurement leaders, executive stakeholders, and public agency decision-makers across county, state, and association levels.
• Strengthen supplier partnerships through regular communication, joint business planning, and structured performance reviews.
• Engage state associations to grow cooperative purchasing adoption and generate non-dues revenue for partner organizations.
• Stay actively connected across public sector accounts—from purchasing teams to end users.
Partner & Market Enablement• Co-develop resources that empower suppliers to promote PPP contracts, expand market share, and drive utilization.
• Lead quarterly business reviews and partner performance assessments.
• Support partner-driven training sessions, webinars, workshops, and industry events.
• Partner with internal teams to design and execute marketing campaigns, outreach tools, and stakeholder communications that grow program awareness.
• Represent PPP at conferences, trade shows, and industry events; deliver compelling presentations that articulate the value of cooperative purchasing to diverse audiences.
Operations & Leadership• Manage program budgets, track key metrics, and report on performance indicators to inform strategy and demonstrate impact.
• Lead with clarity, confidence, and integrity—translating complex procurement concepts into clear, compelling value for diverse stakeholders.
• Operate independently and collaboratively with a proactive, solutions-first mindset.
What You’ll Bring• Bachelor’s degree in business, marketing, public administration, or a related field.
• 5+ years in business development, sales, or partner management—with a demonstrated ability to drive revenue and close deals.
• Direct experience in cooperative purchasing—through a national cooperative, on the public agency side, or as a supplier driving cooperative business development. (Required)
• Demonstrated relationships and experience working with public agencies. (Required)
• Demonstrated experience with national cooperative programs such as Omnia Partners, Sourcewell, NASPO ValuePoint, or similar. (Required)
• Proven track record generating revenue and managing strategic relationships in SLED (State, Local, and Education) environments.
• Exceptional presentation skills—able to communicate complex value propositions clearly and persuasively to executive and technical audiences alike.
• A track record of building high-value partnerships, managing robust pipelines, and delivering consistent results.
Work Environment• Location: Hybrid or fully remote; PPP offices are based in Washington, D.C.
• Travel: Approximately 40–60% of scheduled work time.
Compensation & BenefitsTotal compensation range: $115,000 – $175,000 (base salary + performance-based bonus)
