About the Opportunity
NEO International Partners is supporting a leading global project and programme management consultancy in the search for a Signalling Delivery Director to join its growing transportation and transit infrastructure team in Canada.
Our client is engaged on some of Canada's largest and most complex rail and transit programmes and is continuing to expand its capability to support both current and future infrastructure investments across the country.
This is a senior leadership opportunity for an experienced signalling professional with a proven track record of delivering major railway programmes, leading multidisciplinary teams, and driving strategic outcomes within complex stakeholder environments.
The Role
As Signalling Delivery Director, you will provide strategic leadership across major rail and transit projects, overseeing the planning, delivery, integration, and assurance of signalling systems throughout the project lifecycle.
You will work closely with clients, delivery partners, contractors, designers, and operations stakeholders to ensure successful programme outcomes while maintaining the highest standards of safety, quality, commercial performance, and technical excellence.
Key Responsibilities
- Lead the delivery of major signalling and rail systems programmes, ensuring alignment with client objectives, programme strategies, and delivery commitments.
- Provide strategic direction across signalling design, integration, construction, testing, commissioning, and operational readiness activities.
- Establish and lead high-performing project teams, including internal resources, specialist consultants, and delivery partners.
- Drive programme performance through effective planning, governance, risk management, and resource optimisation.
- Develop and maintain strong relationships with key client stakeholders, acting as a trusted advisor on signalling and rail systems delivery.
- Ensure compliance with applicable railway standards, safety requirements, regulatory obligations, and assurance processes.
- Lead programme reporting, governance forums, and executive-level stakeholder engagement activities.
- Oversee contract and commercial performance, ensuring delivery remains fiscally responsible and aligned with business objectives.
- Identify and manage programme risks and opportunities, implementing mitigation strategies where required.
- Champion a culture of safety, collaboration, innovation, continuous improvement, and delivery excellence.
- Support business growth initiatives, including strategic planning, client development, and pursuit activities.
- Mentor and develop future leaders within the signalling and rail systems teams.
Candidate Requirements
- Extensive experience delivering major rail signalling programmes within heavy rail, commuter rail, metro, light rail, or transit environments.
- Proven track record in senior programme or project leadership roles, including responsibility for large multidisciplinary teams.
- Strong technical knowledge of conventional signalling, interlockings.
- Experience managing complex systems integration, testing, commissioning, and operational transition activities.
- Demonstrated success working within collaborative contracting models, alliance environments, or major programme delivery structures.
- Strong understanding of railway safety assurance, systems engineering, regulatory compliance, and governance frameworks.
- Excellent stakeholder management skills with the ability to influence executive-level decision-making.
- Commercially astute with experience managing budgets, contracts, procurement strategies, and programme controls.
- Exceptional leadership, communication, negotiation, and problem-solving capabilities.
- Well-established industry network across rail owners, operators, consultancies, contractors, and supply chain partners.
- Degree-qualified in Engineering, Project Management, or a related discipline is advantageous.
- Chartered Engineer, P.Eng., PMP, or equivalent professional accreditation is advantageous.
