Organizational Setting and Reporting Relationship The position of Senior Capacity Development Specialist is assigned to the ADB Center of Excellence (ADBx), which operates under the Vice-President (Administration and Corporate Management). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. You will report to the Senior Training Advisor and will oversee junior team members. Your Role As a Senior Capacity Development Specialist, you will support the Senior Training Advisor in managing the design, coordination, and delivery of ADBx's training and capacity development programs. You will ensure programs are tailored to the needs of DMCs, operationally relevant, and aligned with ADB's strategic priorities. You will: Oversee the design and development of training curricula, learning materials, and delivery strategies that address the needs of DMCs and ADB staff. Engage with DMC governments, academic institutions, think tanks, civil society, and private sector partners to ensure program quality and relevance. In coordination with the ADBx team and other partners, integrate innovative and digital approaches in training delivery, leveraging ADBx's open knowledge platform. Coordinate and track relevant capacity development activities undertaken through technical assistance across ADB, ensuring coherence and building synergies with ADBx's capacity development plan. Support the Senior Training Advisor in identifying ADB fellows suited to specific training programs, and ensure they receive appropriate training-of-trainers preparation to serve as credible resource persons; partner with and leverage the expertise of other institutions. Manage the delivery of ADBx capacity development programs, while collaborating with ADB departments, ADBI, and external partners. Through the ADBx capacity development programs, facilitate South–South knowledge cooperation and peer learning initiatives across DMCs. Monitor and evaluate training programs and capacity development activities, ensuring alignment with the results framework and key performance indicators. Capture lessons learned, success stories, and best practices for continuous improvement and knowledge dissemination. Provide data-driven insights and feedback to refine program design and delivery. Support the Senior Training Advisor in resource mobilization efforts within ADB and with other partners to financially sustain the work program of ADBx, including processing and managing technical assistance. Supervise technical local staff and consultants in delivering the work program related to capacity development; work alongside ADBx fellows as resource persons and content contributors. Qualifications You will need: Master's degree or equivalent in Economics, Finance, Public Administration, or other related fields. Alternatively, a university degree in a related field and at least 5 years of specialized experience relevant to the position can be considered. At least 10 years of relevant professional experience. International experience working in several countries. Experience leading a diverse team/unit. Written and verbal proficiency in English. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03) In the event that the staff appointed to a new category (i.e., from TL to TI) is rated at 2 or lower in the first two performance reviews after appointment at the new grade, they will return to the grade occupied immediately prior to their appointment in the new category. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment. Staff who are currently under regular appointments will retain their regular appointment status.
