A management post within the public health service, you will lead a team of commissioning officers in developing a portfolio of externally commissioned public health services across Norfolk. Using national, regional, and local intelligence, you will support your team to drive forwards high quality, evidence led, and good practice focused services that achieve beneficial outcomes whilst meeting legislative and statutory requirements. In doing so you’ll secure provisions that offer value for money for the population of Norfolk. As a key leader in public health services, you will work closely with the senior management team to develop strategic approaches to procuring population level healthcare. You will provide advice and guidance to key stakeholders in the development of countywide strategies and associated programmes, supporting, through partnerships, the delivery of the national commissioning framework to secure the provision of high quality and effective Public Healthcare services. In this post, you and your team will hold a commissioning portfolio with total budgetary control of some £11.6m per annum, across services such as Sexual & Reproductive Health, Mental Health & Suicide Prevention, our NHS Health Checks programme, Weight Management services, and our local provisions for Smoking Cessation. You will have significant knowledge of healthcare commissioning as a function, and material experience of managing externally funded programmes of a similar size and nature that address disadvantage, with evidence of commercial awareness and/ or expertise in managing projects and identifying opportunities to engage wider partners. Your ability to manage relationships and negotiate with current and potential providers to ensure the delivery of agreed outcomes and value for money will be matched only by your first-class team and programme management. With excellent communication and negotiation skills, you will build partnership working with a range of stakeholders, including senior leaders in statutory bodies and independent providers.
