Organizational Setting and Reporting Relationship The position of Principal Reward Specialist is assigned to the Reward, HR, and Health, Services Division (BPRS) of the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. You will report to the Director, BPRS and will oversee junior team members. Your Role As Principal Reward Specialist, you will lead the design and communication of effective reward policies and programs for international and local staff in Headquarters (HQ) and in the field offices (FOs). You will ensure that ADB provides a balanced and market-competitive total reward package to help attract, motivate and retain talent, in a cost-effective way, and contribute effectively to broader HR and business initiatives on reward-related aspects. You will: a. Compensation Management Lead the design and implementation of effective compensation policies and programs for international and local staff at HQ and across ADB's field offices. Lead reviews and recommend changes where appropriate to ensure the alignment of compensation policies and programs with the ADB's Strategic HR Framework and ADB's reward guiding principles. Oversee the periodic benchmarking review of ADB's salary levels and development of corresponding salary ranges. Design and oversee the annual salary review process and implementation of salary increases at HQ and across the field offices, ensuring that the IT systems are in place to support the review. Ensure that communications to staff on compensation policies and processes are maintained and clearly designed. Lead the preparation of the annual budget reviews for compensation elements of the reward package. b. Benefits and Allowances Management Lead the design and implementation of ADB's benefits and allowance policies, for international staff at HQ and on FO assignments, and for local staff in all locations. Ensure that they support the ADB's Strategic HR Framework and are aligned to ADB's reward guiding principles. Introduce and apply leading market practices through overseeing the periodic benchmarking review of ADB's benefits and allowances, developing proposals for enhancements where appropriate. Ensure that communications to staff on benefits and allowances, policies and processes are maintained and clearly designed. Lead the preparation of the annual and mid-year budget reviews for benefits and allowances. c. Job Evaluation Participate in job evaluation processes to ensure that ADB positions are consistently measured to establish relative job size to help inform job grading decisions. Ensure that job size and grading decisions are fully integrated into the regular salary benchmarking exercises. d. People management Manage the Reward Policy team, supervising the work of team members. Manage the performance of reporting staff, provide clear direction and regular monitoring and feedback on performance; and ensure the ongoing learning and development of reporting staff. Handle complex or unconventional reward-related questions and problems from clients and colleagues as they arise. Qualifications You will need: Master's degree in Business or Public Administration, Human Resources, Organizational Development, Economics, Social Sciences, or related fields; University degree in Business or Public Administration, Human Resources, Economics, Social Sciences, or related fields combined with at least 5 years of specialized experience in similar organizations can be considered. At least 12 years' relevant experience in various facets of human resource management, with international experience working in several countries, preferably in international development finance institutions or multinational organizations. Preferably affiliated with and/or certified/accredited by recognized professional HR related associations such as CIPD, IPMA, ASTD, etc. Demonstrated combined experience in designing reward policies across multiple countries, market benchmarking, budgeting and financial modeling skills related to compensation and benefits. Strong supervisory skills, multidisciplinary competence, and ability to organize, lead and manage a team. Please refer to the link for ADB Competency Framework for Technical International grade 3. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03) In the event that the staff appointed to a new category (i.e., from TL to TI) is rated at 2 or lower in the first two performance reviews after appointment at the new grade, they will return to the grade occupied immediately prior to their appointment in the new category. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment. Staff who are currently under regular appointments will retain their regular appointment status.
