Organizational Setting and Reporting Relationship The position of Principal Natural Resources and Agriculture Specialist is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SD2-AFNR) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. You will report to Senior Sector Director, SD2-AFNR and oversee junior team members Your Role As a Principal Natural Resources and Agriculture Specialist, you will lead, formulate, and articulate policy and strategies on the Agriculture, Food, Nature, and Rural Development (AFNR) sector, engage developing member country (DMC) governments policy dialogue, engage with the private sector and other industry stakeholders, and carry out AFNR sector operations to support DMCs in agrifood system transformation with strong emphasis on the following focus areas: agrifood value chain development, agriculture diversification, climate-smart agriculture, farm and non-farm income generation and rural job creation, and development of agrifood private sector in cooperation/coordination with Private Sector Operations Department (PSOD). You will lead in identifying, developing, processing, and administering loans, grants, technical assistance (TAs) projects, and non-lending products and services, and provide technical support and backstopping to other staff. You will: Lead the development of strategies and operations for agrifood system transformation in the above-mentioned focus areas in consultation with relevant government agencies of DMCs. Lead AFNR sector assessment, strategy and roadmap preparation or updating in assigned DMCs, and provide AFNR sector inputs to country partnership strategies and country programming missions. Lead in the identification, development, processing and administration of loan, grant and TA projects in the AFNR sector in assigned DMCs, and ensure key technical, economic, financial and crosscutting issues are incorporated into projects. Contribute to ADB's efforts in promoting food and nutrition security by identifying and designing innovative participatory approaches to the focus areas and substantially contribute to activities for advocacy, dissemination and knowledge building. Lead in coordinating with development agencies on policies, sector strategies, investments, TAs, and co-financing. Remain current on the latest development in international, regional, sub-regional, and national best practices in the focus areas, and contribute to ADB-wide sector and thematic groups. Contribute to SD2-AFNR Communities of Practice by sharing expertise within the sector. Take the role of mentor to develop capabilities/potential of reporting staff, staff of the assigned sector team(s), and those of the sector office. Manage the performance of reporting staff, provide clear direction and regular monitoring and feedback on performance; and ensure the ongoing learning and development of reporting staff. Perform other responsibilities that may be assigned as reflected in your workplan. Qualifications You will need: Master's degree or equivalent in agriculture, agricultural economics, agricultural science, environment science, or other related fields; or University degree in agriculture, agricultural economics, agricultural science, environment science, or other related fields and at least 5 years specialized experience relevant to the position can be considered. At least 12 years of relevant international work experience in AFNR sector in DMCs, with substantive experience with operations in AFNR sector in international financial institutions, particularly ADB. International work experience working in several countries. Significant expertise and in-depth knowledge in the above-mentioned focus areas with recognized ability to lead business development and project processing and administration and share relevant knowledge to benefit the AFNR sector office and the broader ADB community. Managerial skills and experience leading professionals, teams, and missions for the AFNR sector operations. Proven experience in leading the coordination with government and non-government agencies, development partners, and professional communities on AFNR sector operations. Broad knowledge of modern international and national policies and programs related to the AFNR sector. Strong analytical abilities, multidisciplinary competence, and ability to organize, lead, and manage project teams. Strong understanding of the capacity development needs of national and local-level agencies in the DMCs. Commitment to learning and changes. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03) In the event that the staff appointed to a new category (i.e., from TL to TI) is rated at 2 or lower in the first two performance reviews after appointment at the new grade, they will return to the grade occupied immediately prior to their appointment in the new category. This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment. Staff who are currently under regular appointments will retain their regular appointment status.
