Reporting to the Director Human Resources (Director), the Manager, Human Resources Administration (Manager) is responsible for the day-to-day operations of Human Resources for the Iqaluit region focusing on but not limited to non-delegated staffing and leave and attendance ensuring that the delivery of key initiatives, as determined by the Director, Human Resources. The Manager is a liaison to Job Evaluation and Government of Nunavut (GN) Staffing divisions and provides consultation services with regards to structing positions, job description writing and career laddering. This position is also responsible for all processes required to staff non-delegated Health positions. This includes indeterminate, term, transfer assignments and casual staffing processes. The Manager will also be responsible for: * Ensuring that Health Human Resources staffing practices are consistent with GN’s Priority Hiring Policy and that accurate up-to-date data and information is maintained for non-delegated staffing activities. * Liaison with the Department of Human Resources for Job Evaluation and any staffing issues for non-delegated positions. * Working with regional human resources staff to ensure paperwork is processed as efficiently as possible. * Providing expert level advice to hiring managers and regional human resources staff regarding job evaluation and organizational development processes. * Providing statistical reporting to the Director including vacancy status and process tracking along with recommendations for program changes and strategy development. * Working collaboratively with external and internal partners in the planning and implementation of related programs and services in headquarters and regional offices. The knowledge, skills, and abilities required for this job are usually obtained through a recognized: * Undergraduate degree in human resources, social sciences, business administration or a related field. * Certification or formal education and/or training in organizational development. * Three (3) years of experience providing specialized human resource services including organizational development and design advisory services. * Two (2) years of supervisory experience. * Completion of the Hay Plan training would be considered as an asset. The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in one or more of Nunavut’s official languages is an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
