Reporting to the Director of Human Resources, the position is accountable for providing effective and efficient human resource services and administration support to the department of Transportation and Infrastructure Nunavut in human resources planning and day-to-day operational requirements. The services provided by the position are intended to coordinate job evaluation, staffing and payroll transactions, support human resource planning, employee relations, workplace health and safety and performance and attendance management. The position partners with management to provide operational, frontline Human Resources (HR) expertise in support of key HR processes and coaches managers and employees to effectively diagnose and resolve HR issues. The Manager, Human Resources plays an essential role in providing analysis, strategic planning advice and decision-making support to Senior Management for human resources management initiatives and operations. The position assesses options and the human resources implications of decisions considering such authorities as the Nunavut Lands Claim Agreement, Collective Agreements, Public Service Act, Canadian Human Rights Act, Government of Nunavut (GN) policies and procedures and departmental strategic priorities. The position ensures that human resources related decisions, strategies and recommendations to management have received appropriate input not only from within the department but also from other GN departments and appropriate authorities. Department of Transportation and Infrastructure Nunavut The Department of Transportation and Infrastructure Nunavut (TIN) develops and maintains critical systems that connect Nunavut's communities and support government operations. Given Nunavut’s vast and remote geography, TIN provides essential transportation, infrastructure, Information Technology (IT), fuel and procurement. Its Petroleum Products Division manages fuel resupply, delivery, infrastructure, and billing to ensure reliable access across Nunavut. TIN also plans, constructs, and maintains public infrastructure, such as roads, airports, and government buildings. Key transportation services include air and marine access, vital for travel, goods movement, and community resupply. TIN also oversees IT services to ensure secure and efficient digital connectivity for government operations and procurement. By strengthening Nunavut’s infrastructure, TIN improves connectivity, public services, and economic resilience across the territory.
