Lindian Resources is seeking an experienced Australian expatriate process engineer and operations leader to relocate to Kazakhstan and act as Lindian’s on-the-ground owner’s representative for the SARECO cracking facility. The SARECO facility is operated under a joint venture structure, with Lindian responsible for full operational and management control. The facility has an existing workforce from Kazakh and Russia. This role is not intended to replace the SARECO existing operating team. Instead, the successful candidate will act as Lindian’s eyes and ears on the ground, ensuring the facility is operated, managed and reported in line with Lindian’s technical, commercial and strategic requirements. This is a critical oversight, problem-solving and reporting role. The candidate must be technically strong, practical, culturally adaptable and capable of identifying issues early, resolving them directly where possible, and escalating clearly to Lindian head office when management decisions are required. KEY RESPONSIBILTIES: Lindian Owner’s Representative Act as Lindian’s senior representative on site at the SARECO cracking facility. Ensure Lindian’s operational and management control is properly implemented under the JV structure. Work closely with the existing SARECO operating team. Monitor day-to-day operational performance, technical readiness, production discipline and management effectiveness. Identify operational, technical, commercial or people-related issues early and ensure they are resolved. Provide Lindian head office with clear, factual and timely reporting on site performance, risks and required actions. Technical and Operational Oversight Provide expert process engineering oversight across the cracking facility. Review the plant flowsheet, operating conditions, equipment condition, commissioning status and operational readiness. Assess whether the facility is fit to run, commissionable and capable of achieving Lindian’s target throughput and product specifications. Support the SARECO technical team in resolving process bottlenecks. Support commissioning, ramp-up, optimisation and steady-state operations. Production Accounting and Performance Reporting Establish and oversee robust production accounting systems for Lindian. Track feed received, concentrate processed, TREO grade, NdPr content, recoveries, product produced, residues, reagent consumption, inventories and losses. Reconcile plant performance against mass balance, assay results, metallurgical recovery and product specifications. Ensure Lindian receives accurate daily, weekly and monthly reporting from the facility. Provide concise management summaries to head office, including key risks, bottlenecks, decisions required and recommended actions. Operations Management Interface Work constructively with the existing workforce (from Kazakh and Russia) Support the SARECO in driving safe, disciplined and accountable operations. Monitor shift performance, plant availability, maintenance readiness, laboratory performance and contractor activities. Ensure practical operating procedures, checklists, reporting templates and escalation protocols are in place. Help build a culture of urgency, accountability and operational discipline. Ensure local management remains aligned with Lindian’s expectations and commercial priorities. Issue Resolution and Escalation Be proactive in identifying problems before they become material issues. Resolve technical, operational and coordination issues directly where possible. Escalate unresolved or material matters to Lindian head office with clear facts, options and recommendations. Track actions to completion and ensure commitments made by local teams or contractors are delivered. Provide early warning on schedule, cost, safety, production, quality, regulatory or stakeholder risks. Laboratory, QA/QC and Product Quality Oversee the adequacy of laboratory systems, sampling protocols and assay turnaround. Ensure feed, intermediate streams, final product, residues and impurities are properly sampled, assayed and reported. Confirm that QA/QC systems are suitable for commercial production, customer acceptance and production accounting. Ensure appropriate testing is available for rare earths, radionuclides, uranium, thorium, impurities and deleterious elements. Work with internal and external laboratories to validate data quality and resolve discrepancies. Stakeholder and Cultural Interface Build effective working relationships with SARECO management, the existing workforce, JV partners, local contractors and technical service providers. Operate effectively with a dynamic workforce (employees are primarily from Kazakh and Russia). Maintain Lindian’s interests while working respectfully and constructively with local personnel. Assist head office in understanding local operating realities, workforce capability, cultural dynamics and practical constraints. Support communications between Lindian, SARECO and other project stakeholders. CANDIDATE PROFILE: Required Experience Degree qualified in Chemical Engineering, Metallurgy, Process Engineering or a related technical discipline. Minimum 15 years’ experience in mineral processing, hydrometallurgy, chemical processing or rare earth processing. Strong process engineering capability, with practical experience in plant operations, commissioning, ramp-up or optimisation. Experience in production accounting, metallurgical accounting, mass balance and operational reporting. Demonstrated ability to troubleshoot complex process plants and drive practical solutions. Experience working in owner’s team, operations superintendent, process manager, technical manager, plant manager or commissioning leadership roles. Experience with acid cracking, rare earths, hydrometallurgy, or chemical processing would be highly regarded. Previous experience in Kazakhstan, Central Asia, Russia or the CIS region would be highly regarded. Language Requirements English fluency is essential. Local language capability is highly desirable (Kazakhstan and/or Russia). Ability to work effectively with workers from Kazakh and Russia is important. KEY DELIVERABLES: First 90 Days Establish Lindian’s site-level reporting and escalation framework. Build a strong working relationship with the SARECO Management and existing workforce. Complete a technical and operational readiness review of the cracking facility. Confirm plant condition, equipment readiness, laboratory capability and commissioning gaps. Implement daily and weekly reporting to Lindian head office. Identify immediate operational risks, bottlenecks and required corrective actions. Provide Lindian with a clear action plan for safe and reliable operation. First 6 Months Support commissioning, ramp-up and operational stabilisation. Ensure production accounting and metallurgical reporting systems are working effectively. Improve operating discipline, reporting accuracy and technical accountability. Support resolution of key process, maintenance, laboratory and product quality issues. Provide Lindian head office with reliable visibility over plant performance, risks, costs and schedule.
