Job Summary
Join us as the Chief of Information Management Systems Service (Chief Information Officer – IMSS) and play a pivotal role in shaping the digital future of the United Nations Joint Staff Pension Fund. The Chief of IMSS is based in New York, leads the Fund’s Information Management Systems Service, is a member of the executive leadership team, and reports directly to the Chief Executive of Pension Administration.
The role is responsible for delivering innovative, secure, and resilient ICT solutions that support pension administration operations worldwide. The Chief will oversee enterprise systems, digital transformation initiatives, cybersecurity, ICT service delivery, and the Fund’s multi-year technology roadmap. The incumbent will also lead business transformation, process optimization, knowledge-sharing initiatives, and organizational change management while managing a diverse team of ICT professionals, consultants, and service providers across multiple locations.
Job Responsibilities
The role involves and is not limited to the following responsibilities:
• Lead and implement the Information Management Systems Service strategy and multi-year ICT roadmap for UNJSPF-Pension Administration.
• Provide vision, leadership, and oversight of enterprise information systems, communications technologies, and digital platforms supporting pension administration operations.
• Oversee the delivery, enhancement, maintenance, and ongoing evolution of the Integrated Pension Administration System (IPAS) and other business-critical applications.
• Ensure ICT operations are secure, resilient, and efficient, embedding risk management, cybersecurity, and data protection into all technology solutions.
• Develop innovative technology solutions that improve operational efficiency, productivity, service quality, and stakeholder experience.
• Direct ICT operations, including systems development, infrastructure support, outsourcing arrangements, and vendor management.
• Lead change management initiatives supporting digital transformation, modernization programmes, and implementation of the Fund’s strategic objectives.
• Coordinate the development and execution of enterprise-wide technology initiatives aligned with organizational priorities.
• Establish training, knowledge-sharing, and professional development programmes for ICT personnel.
• Manage projects focused on business transformation, process optimization, risk mitigation, and technology innovation.
• Supervise and develop staff, consultants, contractors, and service providers while promoting diversity, inclusion, and collaboration.
• Prepare the Service’s work programme, establish priorities, allocate resources, and oversee budget planning and performance management.
• Support the Chief Executive of Pension Administration and senior leadership in strategic planning, decision-making, and organizational transformation initiatives.
• Oversee the preparation of reports and presentations for governing bodies, including the Pension Board, General Assembly, and other oversight committees.
• Represent IMSS and UNJSPF in international, regional, and inter-agency forums, meetings, and conferences.
• Foster strong partnerships with member organizations, beneficiaries, participants, and other stakeholders to support the Fund’s mission and strategic objectives.
Required Qualifications, Capabilities, and Skills
We ask that the following criteria be addressed in your application:
• Advanced university degree (Master’s degree or equivalent) in Information Systems or a related field. A first-level university degree with additional qualifying experience may be accepted in lieu of the advanced degree.
• Specialized technical training in areas such as management, payroll, insurance, pension, accounting systems, or related disciplines is required.
• A minimum of fifteen (15) years of progressively responsible experience in ICT management, planning, design, implementation, maintenance, and service delivery in international environments is required.
• At least ten (10) years of experience leading large professional ICT teams is required.
• Demonstrated experience with ICT governance frameworks such as ISO/IEC 38500, COBIT, or equivalent is required.
• Demonstrated experience with ICT service management frameworks such as ITIL or equivalent is required.
• Proven experience in business process improvement, transformation initiatives, and organizational re-engineering is required.
• Experience in ICT strategic management, change management, and project management is desirable.
• Experience with emerging technologies including artificial intelligence, automation, and robotic process automation is desirable.
• Experience managing global help-desk operations and enterprise technology services is desirable.
• Strong leadership, stakeholder management, communication, and organizational development capabilities are highly desirable.

A yearly net salary after tax, pension fund and medical insurance contributions are deducted would be approximately in the range of 200,000 to 250,000 USD.
