We are currently seeking a part-time Senior IT Project Manager for a 12-month contract opportunity in Saskatoon, Saskatchewan, with the possibility of extension. Candidates must be legally authorized to work in Canada.
This position is primarily remote, with occasional on-site meetings as required. Estimated 80 hours per month, with core business hours of Monday to Friday, 8:00 a.m. to 4:30 p.m. CST. Please note that preference will be given to candidates located in Saskatchewan.
Role description:
The purpose of this engagement is to provide disciplined, IT-focused project management services to our client for the successful delivery of a comprehensive Animal Management System that supports research and compliance. The engagement is intended to use established governance, scope control, stakeholder alignment, and risk management practices to guide the project from initiation through implementation and transition to operations. The project management work will support these outcomes by using established strong governance frameworks, ensuring alignment between stakeholders in research, compliance, and IT, and maintaining rigorous control over scope, schedule, budget, and risks. Through disciplined planning, transparent communication, and proactive issue resolution, the project manager will ensure the system is delivered under the parameters agreed in project charters and documentation. By coordinating the work of multiple teams, managing change adoption, and facilitating the adoption of user-centered design and training, the project manager will facilitate a smooth transition to a scalable and sustainable platform.
Responsibilities:
- Project planning, scheduling, coordination, and status reporting.
- Development and maintenance of project artifacts (e.g. project plans, status reports, risk, issue and decision logs).
- Contributions to presentation and communication materials.
- Coordination with the vendor project manager and teams to support project across design, build, testing, training, integration, and go live readiness activities.
- Develop, maintain, and update project plans, schedules, and regular status reports to support effective planning, execution, monitoring, and reporting of project activities.
- Facilitate and/or execute strategies to prepare users and stakeholders for system adoption, including communication, training, and transition support as defined by and working with organizational change management and communications staff.
- Track risks, issues, dependencies, and actions, and support mitigation and escalation of matters requiring leadership attention.
- Coordinate across functional and technical teams to ensure cohesive solution delivery and alignment with existing enterprise systems and architecture.
- Facilitate the capture, validation, prioritization, and traceability of business and technical requirements throughout the project lifecycle.
- Facilitate the approach defined by SMEs within the team for data extraction, cleansing, migration, and validation to ensure integrity and compliance of animal management data.
- Monitor vendor performance and deliverables, ensuring adherence to contractual obligations with respect to the project and alignment with project outcomes.
- Define, monitor, and report on expected benefits of the project to ensure alignment with institutional objectives and measurable outcomes.
- Prepare and deliver final project artifacts and provide knowledge transfer documentation to support handover, ongoing operations, and future sustainment by teams.
- Document project performance, lessons learned, and recommendations to support continuous improvement and future initiatives.
Required Experience and Skills:
- Project Management certification or designation (e.g. PMP, PgMP, PfMP) preferred. However, an equivalent combination of education, training, and relevant experience may also be considered.
- 8+ years of experience as an IT Project Manager.
- Demonstrated ability to operate effectively within a program environment with evolving priorities, emerging initiatives, and incomplete information.
- Experience supporting initiatives within public sector, post-secondary, research, or innovation environments.
- Proven ability to deliver enterprise scale projects with strategic impact.
- Expertise in portfolio management, including strategic alignment, prioritization, and reporting.
- Overseeing enterprise level and strategic risks with organizational wide implications (e.g. cybersecurity vulnerabilities, regulatory changes, third-party failures, operational continuity, etc.).
- Strong political acumen to navigate sensitive projects, balance competing priorities, and address diverse stakeholder needs.
- Skilled at building trust and consensus among senior leadership while resolving high-stakes conflicts.
- Providing strategic advice to senior leadership and effectively influences key organizational decisions.
- Engaging with executive leadership (e.g. CIO, Associate Vice-Presidents, Deans, Directors).
- Experience supporting program-level coordination across multiple concurrent initiatives, including consolidation of activities, dependencies, and reporting.
- Experience establishing and maintaining program-level reporting frameworks, including aggregation of status, risks, outcomes, and financial information across initiatives.
- Experience to help identify tracking and reporting on financials, return on investment (ROI), productivity metrics, or outcome-based performance measures.
- Experience synthesizing data from multiple sources (e.g. KPIs, outcomes, financials) to produce integrated program-level insights.
- Demonstrated ability to translate complex information into clear, decision-support materials for governance bodies and senior leadership.
- Experience supporting evaluation, reporting, or funding-related activities, including preparation of materials for leadership review, submissions, or investment decisions.
- Experience contributing to or supporting program-level assessment, monitoring, and continuous improvement activities across multiple initiatives.
