The Lead Sr Instructional System Designer (IV&V/Section 508) is responsible for managing the review processes to develop 508 compliant formal and informal training products and providing expertise in the lifecycle support of DAU’s learning assets and improvements related to learning asset IV&V, and deployment. Responsibilities Provide Section 508 accessibility subject matter experts (SME) to train DAU faculty and staff and development teams on the proper techniques for developing 508-compliant formal and informal training products generated by the various desktop programs available across DAU and when using DAU’s selected authoring tools. Training shall also address DAU’s specifications and management procedures. Provide 508 compliance reviews for existing and emerging Electronic Information Technology (EIT) within the DAU domain, as required. At its discretion, DAU may choose to require additional support for confirming Section 508 conformance of various products and websites created or sustained by DAU. Review all submitted learning assets, components, or items for quality, accessibility, and technical compliance as appropriate to the asset or item type. DAU adheres to Web Content Accessibility Guidelines (WCAG) 2.2 accessibility criteria for satisfying the government’s legal requirements for conformance with Section 508 of the Rehabilitation Act as referenced at Web Content Accessibility Guidelines (WCAG) 2.2 (w3.org). Provide technical support for assets, most frequently OLTs, MLAs, and VILT assets, and other assets such as games, simulations, videos, and other media as DAU’s catalog evolves. Technical support may include loading and testing assets in one or more systems within the DAU integrated learning system, particularly the LMS stage or other pre-production environments. Document reports of issues (as appropriate), recommend alternatives to correct the identified issues in the assets or systems they are to be delivered from, and (as necessary), collaborate with other personnel, both DAU and contractor, to resolve the issues and ensure the learning asset’s content, design, and technical and functional requirements are met. Document the conformance level identified in the review and implement the appropriate checklist. Conduct a limited IV&V review sufficient to establish technical conformance with the appropriate learning delivery platform and to establish Section 508 conformance. Provide training support to DAU’s personnel in the areas of achieving quality and compliance for learning assets on a monthly (PDC) and bi-weekly (Office Hours) basis to approximately 20 – 35 participants. Conduct learning asset IV&V activities on assigned learning assets in accordance with procedures and standards approved by DAU and perform validation checks of resubmitted items. Establish and maintain an IV&V process which shall include collecting, analyzing, and reporting all data gathered through IV&V activities, produce IV&V checklists/data gathering instruments and associated workflows, maintain configuration management of all IV&V documentation, and make updates to all such documentation a minimum of once a year, or otherwise as required depending on the nature of the changes and as directed by DAU. Review all submitted learning assets, components, or items for quality, accessibility, and technical compliance as appropriate to the asset or item type. Lead and support IV&V and Section 508 teams. Train junior staff. Other duties as assigned. Qualifications BS/MS in Instructional System Design or Curriculum Development 5+ years of experience with 508 compliance reviews for existing and emerging Electronic Information Technology (EIT). 4+ years of experience with conducting Learning Asset IV&V activities and must be familiar with IV&V processes. DHS Trusted Tester certification preferred, can be obtained within 120 days of start. Must be a U.S. citizen. Must pass background check with favorable NAC. Knowledge, Skills, and Abilities: Ability to meet minimum security clearance requirements. Exceptional written and verbal communication skills that include the ability to interact with a wide variety of key stakeholders to ensure timely responses for all communications and deliverables across all projects. Superb planning, coordination, and organizational skills. Results-driven with a positive attitude and a high degree of initiative and responsiveness. Ability to multitask, meet tight deadlines, and attend to details while staying focused on key priorities and management. Ability to work nights, weekends, and holidays as required. Ability to travel up to 10%.
