Role Overview Ellit Groups is building its Rural Health advisory practice in support of the Rural Health Transformation Program (RHTP), a federal initiative managed by the Centers for Medicare & Medicaid Services (CMS) to help state governments support rural communities in improving healthcare access, quality, and outcomes by transforming the healthcare delivery ecosystem. We are seeking a seasoned healthcare CIO/CTO with deep rural health and government payor expertise to serve as a CIO Advisor. This is a part-time, per diem advisory role — you would be available as client engagements, RFP opportunities, or advisory needs arise within the rural health space. There is no current active engagement; hours and duration will be determined as work materializes. As client demand in the rural health space grows, this role has the potential to expand into a full-time position. Key Responsibilities Provide strategic CIO-level advisory services to rural health organizations, government-run healthcare systems, and safety net providers as engagements are secured Support the development and response to RFPs related to rural health IT transformation, federal/state funding programs, and CMS initiatives Advise on healthcare IT strategy, infrastructure, and digital transformation for rural hospitals, FQHCs, tribal health organizations, and critical access hospitals Consult on Medicare, Medicaid, and other government payor program requirements as they relate to health IT systems and compliance Collaborate with Ellit Groups leadership and practice line teams to shape rural health service offerings and go-to-market strategies Lend subject matter expertise to client-facing presentations, proposals, and stakeholder engagements as needed Remain available for ad hoc advisory work and be prepared to mobilize as new rural health opportunities are identified This job description is not designed to include a comprehensive list of responsibilities that are required of the employee and may change as needed. Working Conditions Work from home with travel as identified by business or client needs. All remote employees are expected to have a consistent, reliable internet connection. While onsite with a client: Work indoors in offices, hospitals, and other healthcare facilities Work near others in the same office space Sit at a desk or stand/walk for periods up to the full duration of a shift Wear appropriate PPE when visiting medical facilities Travel between facilities as needed Additional Information This is a part-time, per diem advisory position. Budget, hours, engagement duration, and compensation will be determined as client work and RFP opportunities materialize. As the rural health practice grows and client demand increases, this role has the potential to transition into a full-time engagement. If you have a disability or special need that requires accommodation, please contact us at [email protected] Requirements Required Qualifications Previous experience serving as a healthcare CIO, CTO, or equivalent senior IT executive for a rural health or government-run healthcare organization (e.g., county or state health system, tribal health organization, FQHC, safety net hospital/clinic, or critical access hospital) Direct, hands-on experience with government payor programs including Medicare, Medicaid, and rural health-specific reimbursement and regulatory frameworks Direct involvement in Federal and/or State funding programs , including grant writing, program administration, or compliance oversight Preferred Qualifications Familiarity with the Rural Health Transformation Program (RHTP) and CMS cooperative agreement frameworks Experience with health IT implementations (EHR, ERP, ITSM) in rural or underserved settings Background in healthcare IT consulting or advisory services Knowledge of federal programs such as USDA Rural Health, HRSA funding, or 340B programs Experience navigating state-level health transformation initiatives Benefits Benefits What We Offer: Competitive salary and benefits package.
